It's called fiddling the figures to push one's own agenda. Sadly the sheep fall for it every time. And it's those in genuine need who are targeted by the ngo's. Easy bonuses to be had against those who cannot defend themselves. Is this reply up for removals? We shall see, or not, as the case may be.
