Ukraine did not repeatedly shell ethnic Russians in Donbass, at worst one person was killed. Putin expected to be in Kiev in three days. But his troops were poorly trained and thought they were on a military drill, his equipment antiquated and poorly maintained, his supply chains were insufficient.   24. What about the teachers that teach in low, socio-economic schools? Your plan would result in the best students getting the best teachers and the other students getting the worst teachers. The gap between the wealthy and the poor would continue to widen.
