  2. Lei, nice reporting and detail. SOEs in a number of areas failed in a miserable fashion I recall. One enterprise on big bucket of corruption? I recall an article I read on failed SOE steel mills that were China’s rust belt and they were saddled with keeping jobs not competitive advantage. My prediction is that this centralized government goes against technological trends and new more efficient scaled operations and it will be a large surface for corruption and cronyism.
