Minsk was not a proposal to restore peace broken by Russia (didn't include Crimea), but only an attempt to legalize Russian loot and fake "republics", and even that was broken by Russia. Russia broke Minsk agreements immediately after agreed upon ceasefire (Feb 15) by continuing to attack Ukrainian town Debaltseve and capturing it on Feb 18, 2015.
