Ukraine didn't start this war. Russia started this war thinking "the great motherland" could capture Kiev in 2 days and conquer Ukraine, but Russian elite airborne Spetsnaz was annihilated within 48 hours 10 miles from Kiev (Antonov airfield).

Read the text of that "NATO non-expansion agreement", it also required Russia to reduce the size of its Navy to 10 inflatable boats by 1999. Same kind of argument.

The minsk agreements never proposed to restore peace broken by Russia on February 27, 2014. And, Russia broke Minsk agreements immediately after agreed upon ceasefire (Feb 15, 2015) by continuing to attack Ukrainian town Debaltseve and capturing it on Feb 18, 2015.
