  1. Why shouldn't Ukraine use cluster munition? It is Ukrainian territory. If there are some russians, it's their fate. Nobody has forced them to be there.

  2. Cluster munitions are banned in many countries because of the danger to civilians after the fighting. But the civilians in Ukraine are Ukrainians, and Russia has nothing to say about that. There is no prohibition when clusters are used to attack soldiers. The fighting regions are to clear from mines in any case and you will find the whole shit. And the Ukrainians will know where they had used cluster ammunition.
