Vladimir Zhirinovsky (1946–2022), then DUMA deputy:
"In mid-September 1999, a series of terrorist attacks attributed to Chechen terrorists served as a catalyst for the Kremlin to launch the second Chechen war. Among the Russian population, the new war in the Caucasus was popular. The campaign became a crucial factor in the rise of the then new Prime Minister Vladimir Putin
The demolition of a residential building in the southern Russian provincial town of Volgodonsk on September 16, 1999, which allegedly was carried out by Caucasian terrorists and killed 17 people, had been announced three days earlier at a State Duma session in Moscow.
September 13, 1999: Speaker of Parliament Gennady Zelesnyov read us the news about the explosion.
However, this didn't happen until three days later, on September 16, 1999."
Apparently the FSB had messed up. Putin headed the FSB until August 1999, when he became prime minister.
Similar explosions occurred in other cities, including Moscow, killing 357 and injuring over 1,000.
Putin went to the Kremlin over the corpses of his own compatriots.
