  1. He's doing this on purpose. They know they can't stop islam (or rather to afraid to). The riot will happen, the focus will turn magically to the 'far right' being the threat, and Rawley will get blamed (but paid off and pensioned), Rishi can say 'not my fault'. All pre-ordained.
