Considering manifestos are worthtless and each new leader re-invents the party (whilst all still being firmly WEF driven), we kinda do vote based on the leaders. Notice that all the encumbent leaders weren't voted in and are a certain hue, seems like evertything ia being engineered without anh input from the people (just the WEF etc.)
