Not just that, but the strategy of deforming the wheel into the car itself shows they are only caring about passing the tests at the speeds they're done. If they cared enough to do it properly then they would do what Volvo engineers do and allow the entire wheel and hub to shear off. Preserves more of the momentum and reduces injury significantly at speeds higher than just IIHS or NHTSA testing

There is a reason why Volvo's wheel and hub is designed to easily shear off in small overlap. The car is allowed to retain more momentum after the impact, reducing energy absorbtion for occupants and therefore risk of injuries at even higher speeds than the minimum required to meet good safety ratings. Deforming the wheel itself is a crutch in my opinion.
