West Bank had the PLO and Fatah, while they manage to maintains tight grip on power in the West Bank they are seen as impotent as they failed to stop the continuous Israeli oppression .

Think logically, the best way to gain popular support is to be seen as benevolent to the people you purportedly protects, these food aid is the best PR opportunity Hmas can ask for. That is why most Gaza residents see Hamas as a friend.

  11.  @matthewct8167  That is one way but are several way to do this. One is use Hamas operatives and affiliated residents to distribute the wheats bags and asked residents to return the empty bags. All they need to do is to be seen by Gaza residents as the one that saves them from starvation. Again, they couldn't have asked for a better PR opportunity
