Pardon me as I am not well versed in engineering: Wasn't another drawback of flywheels is that there is is a threshold of "reserve" energy in a flywheel that cannot be reextracted (unlike something likes battery that can be discharged to empty)? I heard this in an explanation about flywheel that I encountered around a couple of years ago. To be fair the presentation was very tech/engineering oriented and I suspect many thing did go over my head considering I'm knew very little of engineering and tech .
