24:00 Yes, it would save that much money compared to rockets.Currently it cost around US2.5K to send one kilogram of material into orbit with the cheapest option, Space Falcon 9 rockets. Space X's future Starship rockets would reduce that cost to less than a hundred dollar/kg but that even pales in comparison to a space elevator, they can reduce the cost to just several dollars or even cents per-kg.

24:59 This may be a surprises to you but speed of reaching orbit isn't really that important for most operations. What is more important is cost and reliability . The only reason why rockets is so fast is because the need to break the escape velocity and /or enter orbit.

Your aversion to flight is strangely irrational . Statistically speaking, you're more likely to get injured and die walking, riding or driving than in a helicopter ride. If we go by this attitude commercial flights would never have taken off as early planes were rather dangerous and unreliable, remember De Havilland Comet?

42:33 Technically it would be impossible to saturate Low Earth Orbit with satellite as the atmospheric drag at that orbit would mean everything pu there will crash and burn within a few years, I emans evern the ISS needed boostin to stays in orbit very few months. You can clutter anything above that such as Geostationary Orbit, but that could take hundreds of years and assuming we don't have the ability to clean space junks at that point.
