I'd like to see prison populations decline by seeing crime decline. If crime doesn't decline, the populations won't go down. If you're a prosecutor and if you have a way to decrease crime, you've got my vote. That's the goal. Reduce crime.....NOT reduce prison populations. If you succeed at reducing crime, you'll succeed at reducing prison populations. You don't build the attic, on a new home, before you build the foundation. It's common sense.
