  1. As long as Newsome, or whatever governor happens to be in power there, doesn't take responsibility for the homeless problems, nothing will ever get done. For Newsome to fix it, he has to say "This is my responsibility and if things get worse it's my doing. If I try my best to improve conditions and it gets worse, I've failed." That's how you fix things. Take it onto your shoulders and get to work.
