  1. A Pakistani gender program in one of the most religiously conservative countries on the planet. That should fly....really high. This is my scenario on how this is going to work. A contract will be awarded to a small gender consulting firm, American of course, who will open a small office somewhere in Pakistani, with a sign on the door that says nothing about what is supposed to go on there. There will be a receptionist and an expert inside, but that won't matter much because no Pakistani will have a clue what they do there, anyway. In the end, after a couple of months or so, 6 or 7 Americans divvy up the 10 million bucks and wait for the next pork barrel relief package. I wonder how close I'll be in this prediction.
