  2.  @haraldthi  Yea out in the backwater Oblasts it's kinda like that, but Tsar Putin, being more in the spot light had to nominally give the optics of following law, calling it a war would have meant conscripts could be called up from the get go, he was trying to avoid that to keep that supposed social compact about "you stay out of gov and we'll stay out of your lives"
