I was always under the impression "Congress" is essentially the American term for "Parliament". In Ukraine it's called the "Rada".

@a5cent 👍Yes, I did mean the Federal Parliaments, not the state or other lower divisions, Canada and Australia have state or provincial parliaments too, in he UK it's more complicated as Wales and Scotland are countries in their own right and have parliaments, but the Parliament in London is the highest body in that case.
