  4. i speculate their government knew their plan is obviously stup!d but they just want to keep the birthrate topic heated to buy time instead of getting cool off and forgotten. negative impact is still an impact and rationally i think their plan's laughable plot are meant to generate crowd discussion so they might already achieved their goal.
