The US has occupied Japan as a Pseudo colony ever since the end of WWII so Japan has no choice but to follow the orders of the USA.

The Surrender Treaty signed by Emperor Akihito of Japan states that they will return all the lands that they have taken to their sovereign countries. This also include the island of Taiwan and also Senkaku or Diaoyu. The US took these and gave Taiwan back to China as the ruling party in China was a friend to the US at that time. The US however kept the Senkaku or Diaoyu island for their own use for a period of time. After the US decision to withdraw from Senkaku the USA made a mistake of returning this island to Japan instead of China as agreed in the Surrender Treaty. Perhaps this was maliciously intentional of the US to create on more point of contention to enable instability in China.
