  1. Yes, you are correct Taiwan is a Province of both the Republic of China and the People’s REpublic of China. Taiwan is not and will NEVER be an Independent country. Nobody ever recognises Taiwan as a country also.

  2. Taiwan was returned to China at that time it was the Republic of China which lost in the Civil War and since the Nationalists lost the civil war China became the People’s Republic of China. Therefore as a Province of the Republic of China, Taiwan automatically become a province of the People’s Republic of China .
