If it is not for the USA’s foreign policy to soak up all the wealth of the central and South American countries, control all their industries to keep the population poor so that they will continually provide cheap goods and services to the USA then the USA will not have this problem today. If it is not the USA’s foreign policy to create wars around the world to push these countries in to debt to the USA, then steal all their resources then the population of these countries will still be able to survive and they will not be rushing to the USA to survive.
