I know from experience they would rather you go to court to contest the ticket rather than sending in payment. Otherwise, they get nothing and the city gets the fine money. Maybe a 1st shift officer will not want to go to court (they are on the clock), but a 2nd or 3rd shift officer? Pay day for them! This is the whole impetus for righting the tickets. I knew officers who could easily make an extra $8k to $10k per year on top of their salary just in court appearances.
