  1. No there wasn’t. There was no national scheme and all funding was state based and disabled people forced to move interstate lost their funding. Some states has group funding some states had Individual funding. Many states had different schemes depending on what year you left school. Almost all services were state provided and individuals had no choice on providers and there was little independent living other than large nursing home like institutions. You clearly have no knowledge of what existed before the NDIS. The NDIS is one the best pieces of infrastructure this country has ever constructed. It had and still has bi partisan support in parliament from all parties. It shows what a caring and moral country we can be in that we take care of those less fortunate than ourselves. Can it be improved, certainly.
