  1. No it can’t. It can advise or recommend a particular view or opinion. It most definitely will not be part of or involved in the actual decision. That is a decision for the government/parliament.

  3.  @philexton  your comment is factually incorrect. Councils choosing to amend/alter Australia Day activities is a function of democratic principles. Cite your source for $30 billion on welfare for indigenous people (I know for a fact this is a false number, but am interested as to where you think you got this completely false figure from) If you cite the 2017 productivity commission report then this has been fully debunked as the $30 billion refers to all public money spent federally and at state and council level and includes public roads, Defence, industry assistance, public education, fuel subsidies etc etc. It is a meaningless number used by the uneducated. What list goes on? the one of stupid comments.
