The US government made multiple treaties with its own indigenous Indian tribes.

Impossible and if you had any understanding of the native title act you would understand that. Native title is extinguished on privately owned land (including family homes and freehold farms), on residential, commercial and certain other leases and in areas where government has built roads or other public works. This is Federal law. Research Native title act 1993.

Factually incorrect. A treaty is simply a negotiated settlement between two or more parties. It can be local, state or federal. I mean just look up the Oxford dictionary meaning of treaty. Treaties can also be at international level, but you are just plain wrong.

No completely wrong. A treaty can be negotiated at local, state, or Federal. Not only can it be done it has been done, and a simple understanding of history shows this. You just couldn't be any more wrong. It is as if you have literally no knowledge of the subject whatsoever.

Just as an example the US government negotiated numerous treaties with various indigenous Indian tribes. Nothing even remotely international about any of those treaties.

The Vienna conventions relate to numerous treaties on a range of subjects one of which is International treaties. It has no bearing whatsoever of a local councils ability to negotiate a treaty with a local indigenous group.
