Hate to say it but it's environmental. All those ppl in that area who get locked up, it's just the way of the environment that lead them down that path. If there was a good school and everyone was excelling and going to college, the likelihood that the kids would succeed would be the norm. Unfortunately it's planned that way. You have to be an exceptional above average person to break the cycle and surrounding circumstances.
