  1. I note the contract is for development. I wonder what would happen if the government advertised the capability they needed, and offered to purchase those missiles with a development bonus paid to whoever succeeds after the missile is accepted. I'll bet 'development would cost less, and the military would have several to choose from. This video is intended to convince the Senate that we the people really want to give Northrup Grumman three quarters of a billion dollars in the hope their new missile works. 2 or 3 years from now we'll hear about cost overruns and technical delays that need a few more billion dollars to succeed.
