  1. The basic economic reason for this is obvious: Police are paid by cities. Cities hire far more officers, and thus create a larger demand for qualified officers. Those cities have mis-managed policing to the extent that many quit in disgust. The most experienced retire, or leave policing. The same process of demonizing police make young people avoid police-work as a career. Increased demand for police officers, combined with reduced supply, causes the cost of policing to unacceptably high, but completely predictable levels. Progressive social policy accomplishing what is intended: Reduction of the effectiveness of policing to the advantage of the criminals.
