@11Survivor The context I put it in, is about the culture, the people's ways, tranditions, values, beliefs. In that regard, Napoleon was born and raised effectively as corsican (italian).
Him being french is basically the same as someone being born in Germany, emigrating to France, getting his citizenship and then saying that he's french.
Yeah, he has the documents, but the region he was born and raised into wasn't converted to french culture yet. If France conquers Corsica today, that doesn't mean that suddenly tomorrow everybody in Corsica speaks and understands french and they all raise their pinky finger when drinking from a teacup. These take at least one generation to have a meaningful change.
