YES! So happy to see this, though I'm a laptop now, with few chances of building a PC anytime soon. But I sooo wanted to see something like this.
If the passive cooler is made properly, with good interfacing (to say so), so it's not constrained by a particular board/chipset/CPU, then you can literally use it for 50 years! Now that's ECO, in my view. Rather high initial cost, but 0 cost (power draw) 0 maintenance and 0 landfill for the rest of it's life makes it the best option for long term. It might need a bit of work and resources for new CPU sizes/platforms, but it should still be uncontested.
Of course, it's only feaseable for moderate power CPUs. But a R5 5600X is already at 65W and is quite versatile, so it's not so low-end.
