  1. To perform the same, all of their timings should boil down to the same amount of seconds (well, nanoseconds). Beyond this, I actually don't know if the frequency actually matters anymore, just by itself. Though the bandwidth is estimated solely on it. And there's this thing that if it's DDR it reads/writes both when the signal is rising or when it's going down making me think it does matter. Especially in bulk reading/writing. In any case, in your example, the 3600 MHz has better timings. The CL one is the same, but the others are better for the 3600 MHz kit.
