  2.  @Kadulikan  There are always people who would wreak havoc and there are always people who would never do such a thing. The rest of the 90+% of the people wouldn't normally do bad stuff, but they might given the motive and/or opportunity. In these cases, every deterrent helps. And back to our case, if it was me doing bad stuff, I wouldn't risk it doing it near the police, even if they don't have the duty to do something. You never know when it gets to be that one police officer who DOES intervene. What are you going to do then, sue him ?
