It is true in some ways , or there are elemenets of truth in it. but I can tell she is economist nor a politician. Indeed, Corruption in Africa is has long history dated from colonization designed by the West. When Africa got independence. The West deliberatly started corrupting leaders like Mobutu(I would do the same if I want to over power you). Fool me once shame on you, full me twice shame on me. Africa has mental issue, which Bob Marley called "mental slavery". I blame African themselves. Remember no African leaders know how to deal with the Western greediness; and plus, it is not benefitial for Westerners that Africa becomes independant. I am not blaming the West, they do what any business person would do. Example, all the countries that crying out loud for clean energy, have no materials for EV cars, but Congo has, and the West will never let RDC/ Congo have that authority on them(also clean energy is a scam). Smart phones run on clean energy/battery, and its also the source of Coltan wars in Congo... the lesson here is that Africa has to fight harder. The West is not your friend, the West is your competitor. The countries that lady just mentioned, that are doing great now, are not friends to the West, but they do business together: China, Russia, Singapore, Kuwait, Saoudi Arabia, UAE, Rwanda etc.. as matter of fact we call them dictatorial regimes. The bottom line is Africa has to stop being a kid and blaming his thievs but grow up, the reason I say that is, most African leaders travel to the West to take pictures with Trump, Obama etc.. not to make business deals.
The place of Rwanda today, was Zaire's place in the 70s. The place of Rwanda today was the place of Angola in the 90s, but what went wrong with these 2 countries? corruption by the Western leaders. Mobutu kept all his stolen goods in Europe; Talkless of how corrupt African leaders are, but where is the money? When Mobutu rulled Zaire, the West told us that he had above 5 billions on swiss bank accounts, and when he died no European was able to show us money. At the end the found 2 millions dollars was found some where and that money went to a lender, because they said he owed somebody money.
Talking about Rwanda we still do not know the future of that country after Kagame.
