What I've seen in decades past was that promotions were based largely on how one gets along in the organization's culture, given that baseline competencies were comparable. Generally, unpopular managers eventually move-on, or the people under them do. Turnover rate is a significant organizational concern. Complaints to HR can be very career limiting. File a complaint.
