  2. They are under martial law. Meaning that deserting or refusal of an order is punished by summary execution. It was usual in WWI. The Soviets /communists kept the system because they had a political control over the society and the military. Deserting for cowardice, illicit doings or other reasons, not execute an order may amount to the execution of very few soldiers. If there is an important number of soldiers asking to leave a position for justified endangering reasons they cannot be stopped.
