It's simply an editorial feature in the weather report on a local news channel explaining the phenomena - likely in response to several queries. "And then there’s technology which ended all “trails” by the 80’s but whatever!" What technology would that be precisely and why do military stealth aircraft still produce contrails then? Perhaps you should visit General Electric, Rolls Royce, the USAF or your local college of Aerospace Engineering and brief them all about it...tell them that the University of You Tube sent you.
