Coastal locations are preferable because with an ocean downrange, any launch failures will splash down there, with minimal risk to life and property compared to if it crashes on land. Launches are usually eastward to take advantage of the velocity boost to rocket velocity from the earths rotation so launch site are usually chosen on a coast with water to the east and located closer to the equator than farther north (both to benefit from the rotational velocity and from favorable orbit paths). To protect national interests, nations prefer to launch from territories controlled by the sponsoring nation.

It is conceivable that his local primary school arranged for the children to come in and watch since the launch occurred at midday GMT. Maybe he meant Sunday School? In seriousness, perhaps his memory is fallacious and he is actually recalling the scrub two days earlier which I myself remember watching on TV at school? Or perhaps that's what he's referring to, the general coverage of the launch at the time. I dunno, I can't be bothered to find the part in which he refers to it.
