I'M A BESPOKE TAILOR OF HISTORICAL CLOTHING I made my sister a victorican walking skirt for Christmas - it WAS as puffy at the back as that p[picture - 6 years of Harris Tweed fabric in it INFO ---> I used the pattern drafting instructions from the "KEYSTONE - women's skirt and jacket" book [internet archive] you CAN draft this patter, anyone can. Draft either the 1st or 2nd level of volume - 3 and 4 will be too much. If you are making it in wool put a 1.5" waistband with belt hoops as it WILL be heavy. Mark your paices FRONT 1, 2, 3, 4, and knotch or threadmark your triangles of fabric as it will get confusing. Draw ARROWS on the fabric to indicate the front of each part so you don't sew it backwards. You will need outer fabric, lining fabric and preferably a 6" "kick strip" this goes around the whole of the bottom on the inside and is replaceable when it wears out. This needs to be cut on the curve so you need a piece of string and a pivot if you re 6 feet you will want it about 5 feet long and draw a line on the fabric and then shorten about 8" and draw another. Hen this at the top and sew to the lining and then baste along the bottom. Then you want a cotton tape about 1 - 1.5" sew the tape along the bottom edge in the blind roll manner and then sew over the kick strip on the inside - you replace this ever few years as it wears out. If you want more body to the skirt you can add linen interlining by "flat lining" but remember to wash and press the lining first to take the shrinkage out. Made of quality cloth, this skirt will last you 30 years of wear. Keep the off cuts for patches. LITERALLY ANYONE CAN MAKE THIS SKIRT - but its not 2 hours' work, it took me 52 hours. So take your time, be methodical, mark everything, OH and remember old patterns are NET of seam allowance, so add 5/8ths all around
