  2. Over here in Bulgaria, they have changed the parking fines for being illegally parked. The fine itself has gone down to about $12 US. BUT you HAVE to pay it in person yourself, the owner of the car at the police station payments desk and you have to show your car docs and your ID card and it ahs to match YOUR face and signature. The point being that the punishment is it wastes 3 hours of your time, and 3 hour is the same for a minimum-wage worker or a CEO. And not paying it is punishable by prison
