You simply CAN NOT SPEND £37 billion on one project in a year - its not legitimately possible Thats an entire motorway network, an undersea tunnel to Ireland, a small space station, 4 James Webb space telescopes - its NOT am amount of money you can physically spend on anything in one year. Unless it is pure corruption.
