  2. PEOPLE HAVE TO REMEMBER that a policy announced by the government IS NOT A THING FOR IMPLEMENTATION - its a thing for public consumption... They announce they will allocate £X Billion for this and that - go and LOOK. They allocate the money, but they DONT SPEND IT, then 1 year later they claw it back. The sewage in the rivers - they announced they would stop it - 2 weeks later they reversed the decision. You can safely IGNORE anything said - you have to look at what they have done 1 year AFTER they announce it...
