I'm an author on psychology, my take would be that NOT calling Putin out is the more dangerous option. He feeds on weakness, he is not a nut job like Trump that would nuke a country for insulting him. He is a terrible evil person, yes, but his mode of operation is to do something and gauge the pushback, if there is little or no pushback he takes some more, and some more and this time he took too much. As his ex-foreign minister said "Stop worrying about what Putin thinks, he is a big boy. If you give Putin an 'off-ramp' he will take it. He will invest in his military and come back again for another go in 5 years. The way you stop Putin is you beat him and you rub his nose in his loss and show him who is boss. Anything less HE will see as weakness."
