The prints get left in a very very fine sediment, almost talcum powder like. THEN a change in the climate in the area, or the geography of the area means they get covered with a much looser sediment of larger grains. So a river breaks into a lake and its now flowing water say. As this turns into stone you end up with a very very hard layer with the footprints in it covered by a much softer layer. The way erosion eats away the softer layer, so it uncovers the footprints. This is why they are rare. A very specific set of circumstances have to happen in the right order for the prints to be preserved, uncovered and nor then eroded away
