  1. THERE IS ANOTHER MASSIVE ADVANTAGE to 20mph limits - NOISE - cars at 20mph are way quieter than 30mph. Here in Bulgaria in my city in residential areas its 30Kmph - 20mph - if a car is speeding you can tell by the tire noise, at 20 there is no audible tire noise. Once they have lowered the limit people will immediately notice the difference. Its quieter in my city than in my sister's UK village...!!!
