AS A BRIT LIVING IN BULGARIA I am always amazed at how much money and effort they put into PREVENTATIVE maintenance here 5 years ago they built a new hospital [I know - amazing] next door to my block, this year they repainted it all and re-sealed the roof, it would not be due for renewal in the UK for 20 years - I think they learned from the post USSR period of stagnation and decay that its cheaper to look after a building than replace it.
