THIS IS A LITERAL NAZI TACTIC you make others do your policing for you - you pass vague laws that THEY will get years in prison for not enforcing - forcing them to be insanely overcautious so they dont end up going to prison - they in turn POLICE the population for you much more harshly than you could ever do, or indeed harsher than the laws you have passed call for.

Where I live in Bulgaria the community looks after the children - a woman from Texas said to me yesterday she would NEVER allow that cos they might be teaching her child values she disagreed with - yeah, like society matters and its good to be nice to your neighbours. She also - very predictably - called it communism.
