SOME INFORMED INFORMATION I live in an ex-communist city that HAS a tunnel system - 2 things you notice straight away 1) no lighting system in this "tunnel" ergo its not used for anything other than access. 2) No bundles of communication cables. If its a communication hub as they say it would be ful of cables. Even old tunnels fill up with cables as people install more and more electronic systems. Tunnels are VERY convenient for running cables. I would say this is just a service tunnel - maybe a Hamas escape tunnel - but this is categorically NOT part of a command and control system.
