  1.  @charlesdemers1197 Actually it can’t, because for most countries in the world their military is mostly symbolic and doesn’t really do anything. It’s only a small minority that regularly uses their military offensively to terrorize people (Israel, US, Russia, and a few others). Most militaries/governments are more as bad as those.
