  1. There is only one variation where a nuke will be deployed. The only scenario is if a population heavily revolts a government. In other words. The real enemy to the government is us. To them, we are cattle. Doesn't matter what country. What we see on TV is a join collaboration between nations to instil fear within us. A population in fear is much more complacent and agreeable. A rogue nuke, that's a different story.
